Windows XP – Turn Off Your Start Menu Notifications
After you install a program, Windows announces additions to the Start menu with a pop-up balloon and highlights the changes on the menu itself. If you find it distracting, you can turn this notification off.
Right-click the Start button and choose Properties. On the Start Menu tab, click Customize, and then click the Advanced Tab. Clear the ‘Highlight Newly Installed Programs’ check box.
